Yes, they are used in similar situation, and in general they may be used interchangeably.

Is there anyway to know when the 了character becomes Liao ?

That's a good questions. When 了 is used with 得 (de) or 不 (bù) together, it becomes liǎo, which means be able or unable to do something. 了 (liǎo) may also mean to understand, such as 了解 (liǎo jiě)

Does liao3 jie3 has the same meaning with ming2 bai2?

Yes, they both mean "to understand". 了解 (liǎo jiě) can also mean "to know or to find out".

I find quite useful to find the traditional form of the characters under the simplified ones in the pdfs as I have learned quite a lot of those Chinese characters borrowed by the Japanese and because I try to make my life easier by building on what I already know about those traditional ideograms. Thank you.
